Budget - Existing Utilities
Several years ago, the Township moved to a utility system to ensure more of a user-pay principle. This meant Water, Sewer, Stormwater, and Solid Waste utilities were all set up, and are paid by the users of those systems. The idea is that these utilities are self-sufficient, and do not draw on the general revenue from all taxpayers. After all, why should someone on a well in north Otter pay for GVRD water in Willoughby? Why should a farmer in south Langley, maintaining her own septic system, pay for sewer in Aldergrove?
There are cost increases for the users of each of these utilities. If you use all four of these utilities, staff propose that your levy will go from $726 annually to $765. For people like me who use all those services and pay taxes monthly, that's $3 a month.
Water--from $261 to $282 annually
This is driven mainly by a GVRD water rate increase, along with $11.5 million in capital upgrades--$7.5 million funded from the utility and the rest from development cost charges. Among the major projects are $1 million for Aldergrove well expansion and $3.3 million for Phase 1 of connecting GVRD water to Murrayville, sized for eventual connection to Aldergrove.
Sewer--from $263 to $268 annually
Of the $8.8 million in capital spending, all but $500,000 is funded by the utility levy. The rest comes from DCCs. This includes $5.6 million for Aldergrove sewer, and $375,000 for a trunk sewer upgrade on 96th Ave., from 213 to 215 Streets.
Stormwater--from $67 to $75 annually
Staff suggest spending $12.5 million on stormwater improvements, with $5.6 million comign from the levy and $6.5 million coming from DCCs (the rest comes from other grants). This includes $4.6 million for Nicomekl upgrades, $1.5 million for a detention pond in Aldergrove, and $750,00 to get to work on stormwater issues in the Salmon river floodplain.

This is the cost of our garbage contract increase.
