Council evening meeting report--Sept. 17, 2007
Notes from Langley Township Council's evening session, Sept. 17, 2007--
We heard a delegation from Trish Kelly of the New Westminster and District Labor Council, asking us to pass a resolution to support a $10 minimum wage. A Councillor Richter notice of motion on that will be on our agenda at our next evening meeting.
Walnut Grove resident Terry Christie asked Council to replace two street trees near his driveway that have been dropping sap and branches on his car. The trees suffered through an aphid infestation, making matters worse. We will deal with this at our next evening meeting.
Council voted unanimously (moved by Bateman, seconded by Fox) to issue a development permit for a 43,600 sq. ft. building in Gloucester Industrial Estates.
We voted unanimously (moved by Ward, seconded by Long) to endorse an ALR subdivision application to turn 11.82 acres at 7110 264th St. into a 4.2 and 7.62 acre lot. The owner hopes to use the sale of the four acres to finance major farm improvements. A motion to refer the application to our agricultural committee was defeated 6-3 (moved by Ferguson, seconded by Fox; Ferguson, Fox, and Richter in favor).
Several bylaws were given first and second reading and sent to public hearing:
- A 4-storey, 120-unit apartment building in the 8800 block of 202nd St., across from Langley Garden and near Thunderbird (moved by Ward, seconded by Fox; passed unanimously). this should fit in seamlessly with the other apartment buildings in the area.
- Rezoning 25.6 acres at 48th Ave. and 272nd St. in Gloucester to industrial (moved by Bateman, seconded by Ferguson; passed unanimously).
- A 5-lot single-family subdivision on one acre at 7065 197B St. (moved by Fox, seconded by Vickberg; Richter opposed).
- An 11-unit townhouse development at 6953 200 St. (moved by Bateman, seconded by Ward; passed unanimously). Again, this fits in with the surrounding land uses--there are several townhouse developments in that area.
- A 4-lot single family subdivision on an acre at 21874 52 Ave. near Credo Christian High School (moved by Vickberg, seconded by Ward; passed unanimously).
- A rezoning of 4143 208th St. to allow Rider's Pub to move their liquor store into a new building (moved by Ward, seconded by Long; passed unanimously). This property is right next door to the current location.
An amendment to our permissive tax bylaw, adding West Coast Montessori Society and Calvary Baptist Church to the tax-exempt list, and deleting the 746 Lightning Hawk Air Cadets and Valley Therapeutic Equestrian Association, was given three readings (moved by Fox, seconded by Vickberg; passed unanimously). This will come back for a final reading at our next meeting. The cadets and VTEA are being removed as they no longer own property.
Several bylaws, having gone through public hearing, were given third reading. Under Community Charter law, I am not allowed to comment on these away from the Council table until after final reading:
- Rezoning 9.6 acres to industrial at 5124 272 St. in Gloucester (moved by Ferguson, seconded by Ward; passed unanimously).
- A 16-unit extension to the southern portion of the East Gordon Estates development at 6862 208th St. (moved by Fox, seconded by Vickberg; passed unanimously). Council amended the bylaw by adding a staff review of drainage issues (amendment moved by Richter, seconded by Fox; passed unanimously).
- A 3-lot single family subdivision, which will keep an existing home, at 19791 70 Ave. (moved by Bateman, seconded by Vickberg; Richter opposed).
- A 4-lot single family subdivision, again keeping an existing home, at 7055 197B St. (moved by Fox, seconded by Bateman; Richter opposed).
- A 4-storey, 91-unit apartment building at 221A St. and 50th Ave. near the hospital (moved by Ward, seconded by Ferguson; Richter opposed).
- A 73-unit townhouse development north of 50th Ave. between 221A and 223rd (moved by Bateman, seconded by Fox; Richter opposed).
- A 17-lot single family development on the west side of 223rd St. (moved by Fox, seconded by Ferguson; Richter opposed).
(After those three rezonings were dealt with, I made a motion to refer neighbours' concerns on parking, crossing to the Arthur Rose Park, and speed to our engineering department. This was seconded by Councillor Long and passed unanimously.)
- An amendment to divide Willoughby into neighbourhood plans based on drainage patterns, and to add more business park east of 200th (moved by Fox, seconded by Ferguson; Richter opposed).
We gave our fees and charges bylaw final reading (moved by Ward, seconded by Vickberg; passed unanimously).
Mayor Alberts gave Council's mid-term report, looking at highlights from this term in office.
Council voted unanimously to approve a Councillor Fox notice of motion (seconded by Kositsky) to prepare a community crime impact statement to encourage the province to sanction a community court in Surrey.
A Councillor Fox notice of motion asking staff for a report on the monitoring of the quality and quantity of fill at soil deposit sites passed unanimously (seconded by Vickberg).
And a Councillor Ferguson motion (seconded by Bateman) to put speed bumps or humps into school zones was referred to staff unanimously (referral moved by Long, seconded by Richter).
