Langley Township Council Meeting Report--Monday Night, Sept. 8, 2008

Notes from Langley Township Council's meeting, Monday night, September 8, 2008. Councillor Kositsky was away.

Otter resident Stewart Furness asked Council for help in dealing with a $300 property tax penalty. Mr. Furness said that the tax deferral application provided by the provincial government was unclear in its deadline language. Unfortunately, under provincial law, Council cannot reverse such a penalty. Later in the meeting, we voted unanimously (moved by Richter, seconded by Fox) to ask staff for options to help Mr. Furness.

As we did in the afternoon session, we heard from one of the neighbours who does not support a sewer line on 41st Avenue in Brookswood. This neighbour, Mitch Sloan told Council that many people in the neighbourhood who originally signed the local area service petition have changed their minds. That petition had passed by an 18-11 count; we had no evidence of anyone changing their minds. Mr. Sloan also told us that the documentation mailed out regarding the petition was incomplete. In the end, Council voted 7-1 to defer discussion on the issue for a week so we could take a look at what was mailed to residents (moved by Long, seconded by Fox; Ferguson opposed).

After no submissions were made by the public, Council voted unanimously (moved by Vickberg, seconded by Fox) to issue a development permit to ATCO Structures for a 1,440, one-storey office at 24639 Fraser Hwy.

Council voted unanimously (moved by Bateman, seconded by Ward) to support a lot-line adjustment application to the Agricultural Land Commission. Geramar Farms Ltd., at 27450 84 Ave., wants to change their two lots of 1.92 acres and 76.06 acres to two lots of 27.98 acres and 50 acres.

We voted 7-1 (moved by Fox, seconded by Ward; Ferguson opposed) to support an ALC application by Dawson-Brill Lumber for a non-farm use for its existing business at 24540 16 Ave.

Council gave three readings (moved by Fox, seconded by Vickberg; passed unanimously) to a new Council Advisory Committee establishment bylaw that will streamline the terms of reference, composition and practices of our advisory commissions.

We voted unanimously (moved by Vickberg, seconded by Bateman) to authorize construction of a local area service water system extension on 38 Ave. from 224 to 228 Streets, 224th Street from 44 to 38, and 228 St. from 38 to Old Yale Road. This petition passed with 58% of the neighbours in support.

Council gave unanimous third reading (moved by Ward, seconded by Fox) to a heritage designation bylaw for the Blair Farm Sugar Maple Tree at 5404 216 St.

Council voted 7-1 (moved by Ferguson, seconded by Fox; Richter opposed) to give third reading to a heritage designation bylaw for the Dixon House and Barn at 6120 Glover Road.

We voted unanimously (moved by Vickberg, seconded by Ward) to give third reading to a bylaw rezoning 1.51 acres at 19921 68 Ave. and 19894 73A Ave. for 11 single family lots.

Council voted unanimously (moved by Bateman, seconded by Vickberg) to give third reading to a bylaw rezoning 5.5 acres at 5884 264 St. for a poultry farm equipment storage, cleaning and repair facility.

Council unanimously gave final adoption (moved by Fox, seconded by Ferguson) to a bylaw allowing financial, professional and medical uses in the complex at 3227 264 St.

We also voted unanimously (moved by Ward, seconded by Fox) to give final adoption to a new Langley Waterworks Regulation bylaw.

Council voted unanimously (moved by Ferguson, seconded by Vickberg) to give final reading to a rezoning of 1.11 acres at 7164 196B St. for seven single family lots. A development permit was also issued for this project (moved by Bateman, seconded by Fox; passed unanimously).

Councillor Ferguson's notice of motion asking the Ministry of Transportation to present their Brown Road gravel pit plan to Council, hold two open houses, and demanding environmental and traffic studies, was referred to staff (referral moved by Long, seconded by Vickberg; passed unanimously). We want to know what information we already have, what authority rests with us in this matter, and what the Ministry's plans are for public interaction.

Councillor Fox's notice of motion asking for advance turn signals at 264th St. and 16th Ave. was referred to engineering staff (referral moved by Long, seconded by Vickberg; passed unanimously) for their advice.
