Langley Township Council Meeting Notes--Monday Afternoon, June 1, 2009

Notes from Langley Township Council's Monday afternoon meeting, June 1, 2009. There was no evening meeting scheduled.

Michelle Field of the Langley Girls Soccer Association asked Council to support a June 15 staff report that will ask for Council approval to have the Township apply for a federal grant for a soccer-softball artificial turf field at the Willoughby Community Park. The project would cost roughly $2 million, with a third coming from the Township, a third from the feds, and a third from the sport field users.

Dr. Elizabeth Brodkin, Rick Gallagher and Nhu Le of the Fraser Health Authority presented their findings on child cancer rates in Langley. Their presentation, which can be seen below, shows that a community the size of Langley could expect to have 50 child cancer cases in a 10-year period. Langley had 51. They do not believe there is any cluster evidence to suggest cancer is being caused by an external issue.


Recreation, Culture and Parks Committee chairman Jamey Paterson presented his group's 2009 work plan, which was approved unanimously by Council (moved by Dornan, seconded by Bateman).

Council voted unanimously to receive the 2009 Nuisance Mosquito Control and West Nile Virus program updates, and appointed Coun. Ward to Fraser Health's Adult Mosquito Control Local Advisory Committee (moved by Long, seconded by Bateman).

We voted unanimously to adopt a Pavement Cut Policy (moved by Ward, seconded by Fox).

Council voted unanimously to schedule a public hearing for a proposal to move the Duke of Wellington liquor store and pub to the old BC Liquor Store site at 19665 Willowbrook Drive (moved by Ferguson, seconded by Ward). The Duke would decrease their seating numbers from 98 to 24 as part of the move.

Council voted 6-3 (moved by Kositsky, seconded by Ferguson) to refer an ALR exclusion application for property at 21969 and 21846 44 Avenue to a joint public meeting with the Agricultural Advisory Committee.

Council received, for information, the following motion from the Recreation, Culture and Parks Committee: "The Recreation, Culture, and Parks Advisory Committee reconfirms its endorsement that Council move forward with a plan for the Aldergrove Pool and prioritize it at a high level to include it in the 2010 capital budget."

Council voted unanimously to endorse my motion (seconded by Ferguson) to have staff investigate and report back the process and cost involved in live video webcasting, video recording and web archiving of all public Township Council meetings held at the Fraser River Presentation Theatre. You may recall the following from Council's April 6, 2009 meeting (from my report here):

Coun. Richter's motion to have all Township committee meetings taped sparked some heated debate and was ultimately defeated 7-1 (seconded by Green; only Richter in favour). My motion to refer the issue to staff for costing--and to get a cost on webcasting all Council meetings live online--was defeated 5-3 (seconded by Richter; Green, Bateman, and Richter in favour), although most councillors seemed amenable to the idea of webcasting our meetings. I will bring forward a separate notice of motion to get a cost on that at our next meeting.

I wanted to let some of the heat die down from that debate before bringing back the webcasting piece of the referral motion.

Council voted 8-1 (moved by Green, seconded by Bateman; Richter opposed) to support the Town of Halton Hills, Ontario, in their "Buy Canada" movement at this week's Federation of Canadian Municipalities meetings.
