Langley Township Council Meeting Report--Monday Night, June 15, 2009

Notes from Langley Township Council's Monday night public hearing and regular meeting, Monday, June 15, 2009. All councillors were present.

We received no submissions from the public on the Township's 2008 annual report.

Council heard only one submission, from the applicant, on a two-lot single family subdivision at 4752 217A St.

We heard one submission, from the applicant, on an application to move the Duke of Wellington pub and liquor store into the old BC Government liquor store on Willowbrook Drive.

Council voted unanimously (moved by Ward, seconded by Bateman) to raise the threshold for paying Development Cost Charges in installments from $30,000 to $50,000. This will allow smaller developers to spread their DCC payments over a period of time.

Council voted unanimously (moved by Ferguson, seconded by Dornan) to approve $8.5 million in borrowing for the Aldergrove sewer line project, repayable from the Sewer Utility.

We voted 8-1 (moved by Ward, seconded by Dornan; Richter opposed) to approve $1.8 million in borrowing for stormwater capital works, repayable from the Stormwater Utility.

Council voted 6-3 (moved by Bateman, seconded by Long; Green, Richter and Kositsky opposed) to approve $8.7 million in borrowing for the 64th Ave. overpass project, repayable from the Development Cost Charge reserve.

We voted 8-1 (moved by Bateman, seconded by Ward; Richter opposed) to give final reading to a bylaw to rezone 19909 64 Ave. for a 10,033 sq. ft. commercial building. The accompanying development permit passed 8-1 (moved by Ferguson, seconded by Bateman; Richter opposed).

Council voted 6-3 (moved by Fox, seconded by Ward; Green, Long and Dornan opposed) to give final reading to a bylaw to rezone 26976 28A Ave. for a group childrens' day care centre.

We voted 7-2 (moved by Ward, seconded by Fox; Green and Ferguson opposed) to give final reading to a bylaw to rezone land at Fraser Hwy. and 222nd St. for 8 single family lots, two apartment buildings, and a seniors housing complex. The accompanying development permit also passed 7-2 (moved by Bateman, seconded by Ward; Green and Ferguson opposed).

Council voted unanimously to refer a Coun. Richter motion (referral moved by Fox, seconded by Ferguson) to install left-turn signals north/south on 248th St. at Fraser Hwy.
