Langley Township Council Meeting Report--Monday Night, Oct. 5, 2009

Notes from Langley Township Council's regular meeting on Monday night, October 5, 2009. All of the reports can be seen here.

RCMP senior staffers Janice Armstrong, Richard Konarski, and Amrik Virk gave Council their quarterly report. We were also able to thank Spt. Armstrong for her leadership over the past few years. One of the things mentioned was the RCMP's new domestic violence program, which has been a huge success. I see the Times has more on the program here.

We heard a delegation from Johnson A. Reddy of Murrayville, who wants to keep two rental suites in his home, which violates our suite bylaw.

Gurdip Bulter told Council about a concern he had with a cost estimate on a new driveway that the Township gave him. We voted unanimously to refer him to staff (moved by Ferguson, seconded by Ward).

A. Sivia came to Council to request permission to allow side stairwells on two homes he is constructing in Walnut Grove. Our staff interpret our recently-revamped building bylaws as prohibiting side stairwells. However, these two homes front on to two roads, and are therefore being built differently than a normal home with a backyard. Council voted 8-1 to approve my motion (seconded by Ferguson to interpret our bylaw to allow side stairwells on homes that front two streets.

We voted unanimously (moved by Long, seconded by Ward) to endorse an application to the ALC for a four-lot subdivision at 7991 232 St. as it complies with the Rural Plan.

Council voted unanimously (moved by Kositsky, seconded by Dornan) to give three readings to a bylaw approving changes to the permissive tax exemption roster, namely adding Aldergrove Vineyard church, the Hospital Foundation, Fraser Health, and the Land Conservancy's organic farm, and deleting Jubilee United Church, which has sold their land.

Council voted unanimously (moved by Bateman, seconded by Dornan) to give three readings to a bylaw approving housekeeping changes to our advisory committee structure.

We voted unanimously (moved by Bateman, seconded by Dornan) to give third reading to a bylaw rezoning 9102 196A St. to allow office uses.

We voted unanimously (moved by Ferguson, seconded by Ward) to give third reading to a bylaw rezoning five acres at 20984 83 Ave. to allow 102 townhouses.

Council voted unanimously (moved by Fox, seconded by Bateman) to give third reading to a bylaw rezoning 0.75 acres at 7185 202B St. for three single-family lots.

We voted unanimously (moved by Ferguson, seconded by Fox) to give third reading to a bylaw rezoning 3.82 acres at 9201 and 86th for a business park.

We voted unanimously (moved by Fox, seconded by Bateman) to give third reading to a bylaw rezoning 19.93 acres at 206 and 80th for the Willoughby Town Centre mixed-use development.

Council voted 8-1 (moved by Ferguson, seconded by Bateman; Ward opposed) to refer Parklane's Murrayville hill development application to staff to work on the issues brought forward by the community at public hearing. This should come back to us next month.

We voted unanimously (moved by Bateman, seconded by Ferguson) to give final approval to borrowing bylaws for the Aldergrove sewer project and stormwater projects.

Council voted 7-2 (moved by Bateman, seconded by Ferguson; Richter and Kositsky opposed) to give final approval to the borrowing bylaw for the 64th Avenue overpass project.

Coun. Richter's motion regarding Sonya Paterson's delegation from Sept. 21 failed to draw a seconder.
